The establishment of the Kurdistan region of Iraq is due to the autonomy treaty in March 1970 after the agreement between the Iraqi government and the Kurdish opposition after years of fighting . The region was destroyed during the war between Iran and Iraq in the 1980s, As well as during the campaign of genocide (Anfal) launched by the Iraqi army on Kurdish villages, But after the 1991 Iraqi uprising against Saddam Hussein’s regime, many Kurds were forced to flee and flee the country to become refugees in border areas with Iran and Turkey.

In 1991, the “Kurdistan Region” was established in the north, the no-fly zone after the Second Gulf War, Which formed a safe haven easy return of Kurdish refugees, The Kurds continued to fight government forces later, and Iraqi forces eventually left the Kurdistan region in October 1991,  The region became de facto autonomous, but neither of the two main Kurdish parties declared independence at the time, The Kurdistan region of Iraq continues to be an integral part of Iraq.  The invasion of Iraq in 2003 and subsequent political changes to the ratification of a new constitution for Iraq in 2005, led to the determination of the new Iraqi constitution for the Kurdistan region of Iraq as a federal entity within Iraq,  And to make Arabic and the Kurdish language official languages ​​in Iraq.

The Kurdistan region witnessed significant progress in building and expanding diplomatic relations and opened many of its representatives and consulates and embassies in Hawler and Sulaymaniyah, And took Ankara a key ally and adopted in most of the requirements on Iran and Turkey, And began to export oil to these two countries and the import of food and all the necessities of life from these two countries, especially from Turkey.

The region and its leadership represented by Mr. Massoud Barzani and his family first Then the Talabani family, Did not establish a factory even to drink water, even the movement of construction was carried out by Turkish companies to invest,  Most of these buildings belong to those companies or later sold to companies and influential figures in the Kurdistan region of Iraq And in particular to members of the Massoud Barzani family.
These influential leaders did not achieve any development in the field of medicine, physics, or even in any other field. All they donated was to receive and disbursement money without knowing where it was spent. According to the few available statistics, since the fall of the Saddam regime from the central government of Iraq, the region has received more than 200 billion dollars , but no one knows how the money was spent and invested, and above all now claims that it is owed up to 20 billion dollars “until 2016” and there are many media reports and documents published by local and regional and International bodies  prove The savings of many monopolistic leaders in the region in overseas banks abroad.
and buy each of them palaces and villas tens of millions of dollars in America and Europe and Turkey in the absence of transparency and social justice and oversight committees and follow-up and integrity to follow the oil contracts or investments and tenders or revenues of the region of Oil, border crossings, taxes, tourism or otherwise.
But former deputy prime minister for energy Hussein al-Shahristani, Said on November 26, 2017 in a statement to Alsumaria channel, That the debt owed by the Kurdistan region to the federal government and banks internal and external $ 105 billion.

He said that “the region’s debt to the federal government, domestic and foreign banks and other destinations amounted to 105 billion dollars, Of which $ 51 billion to the federal government and the rest as internal and external debt, Adding that “the damage caused since the month of March 2008 to August of 2017 due to non-delivery of oil to the federal government under the budget provided a loss of more than 39 billion dollars.”
He added that “the damage caused by Kirkuk oil fields of the federal government after the control of Da’ash and non-delivery of these quantities amounted to more than 9 billion, In addition to the damage caused by the transfer of oil, which amounted to more than two billion dollars and other damages. ”
But soon hit the economic crisis of the region and failed to lead the region even pay the salaries of the Peshmerga and teachers and the rest of the staff, Which formed a state of tension and conflict between the parties ruling and controlling the authority and the opposition parties, Which led to demonstrations that almost eliminated the power of Barzani in 2015 and 2016 to the demise , Which eventually led to Barzani’s takeover of parliament. and expulsion The speaker of parliament, who belonged to the Movement for Change party from Hawler, leading to the closure of the parliament for two years.

To date there is no electricity company in the region nor a private water company in the province nor a unified army or forces nor unified security forces nor even a unified administration, Not to mention the infrastructure that the region can not live relying on even for three months, It became clear during the referendum process that the living situation in the province had reached a low point  As a result of its full dependence on Iran and primarily Turkey, Which imposed an economic blockade and closed their crossings.

The question that arises is where to go all this money and all this wealth, and why all these debts ??
